Senator Ferns moved to amend the bill on page five, section five###, lines five through eight, after the word “law,” by striking out the remainder of the section and inserting in lieu thereof  the following: “any operator that elects to develop leases jointly pursuant to this section shall pay to the owners of the surface, on a pro rata share, one well pad fee of $100,000, as indexed to the consumer price index, for each tract of land upon which any portion of the well pad sits.”
